An officiating uniform has to read clearly against both teams, in every fixture, for a whole season, which means the design conversation runs backwards: instead of asking what you want to look like, we ask which palettes are already in use across the draw and design into what is left. It is a genuinely different job, and it is one of the few uniform decisions where standing out from everyone is the entire point.
A panel is a small group ordering for a long season of weekly wear, which changes what matters. The minimum order is 20 units per design, so panels usually reach it by putting shirts, warm-up layers and a bag or cap on the one design rather than by ordering more shirts than anybody needs.
